Inglewood Councilmember is ‘Likely’ Holding Incompatible Offices, Water Board’s Attorney Says

An attorney for the West Basin Municipal Water District has determined board member Gloria Gray is likely holding two incompatible offices, in violation of state law, because the water district sells to the Inglewood, where she is now a City Council member.

Elected officials do not need an actual conflict of interest for the two roles to be deemed incompatible, only the “possibility of a clash of duties,” said attorney Joe Byrne, the district’s general counsel, during the water board meeting on Monday, April 24.

15-day Lawn Watering Restriction Begins Next Week as Municipal Water District Crews Repair Pipeline

Residents throughout the Southland will yet again be faced with additional watering restrictions as state officials work to limit overuse in the face of California’s worst drought in 1,200 years.

The 15-day shutdown is scheduled to begin on Sept. 6 as Metropolitan Water District crews work on repairing a crucial pipeline that serves more than 4 million Southern Californians, affecting areas like Beverly Hills, Burbank, Glendale, Long Beach, Pasadena, San Fernando, Torrance, and those served by the Central Basin Municipal Water District, Foothill Municipal Water District, Three Valleys Municipal Water District, and the West Basin Municipal Water District.

Severe Drought Declared

“Most of California is in severe drought.”

That was the dire statement from Amy Rocha, communications manager for the West Basin Municipal Water District. Her agency wholesales imported water purchased from Metropolitan Water District of Southern California. The agency provides water to nearly 1 million people in 17 cities and unincorporated areas in Los Angeles County, including Malibu. Rocha emphasized LA County is in “extreme drought,” adding, “Our water supplies are critically low.”

Recycled Water Project Comes Online in Torrance

The West Basin Municipal Water District announced the completion of a recycled water pipeline at Sares Regis Group’s Torrance Commerce Center on the site of the former Toyota Motor North America Inc. headquarters campus.

The pipeline will use water from the district’s water recycling facility in El Segundo instead of drinking water to irrigate the landscape surrounding three new buildings, according to the June 11 announcement.

Plans to build an ocean desalination plant by West Basin Municipal Water District have been percolating for years.

The past year saw the completion of an Environmental Impact Report for a proposed facility in El Segundo that would generate 20 million gallons of freshwater daily from the salty ocean. Conservationists opposed to the technology say it’s too energy intensive, pollutes the air and water, and would sidetrack ongoing water recycling and replenishment goals. The district, meanwhile, says it’s a prudent measure to ensure water needs are met in times of droughts or emergencies.

West Basin Approves Desalination-Plant Impact Report — While Dozens of Foes Stand Against It

West Basin Municipal Water District took the next steps Monday night, Nov. 18, toward building a desalination facility in El Segundo, a project that has drawn fierce opposition from conservation groups — including some who staged a rally before the meeting.

Although not a go-ahead for the actual project, the board’s certification of the Final Environmental Impact Report in a 4-1 vote means the water district can move ahead in planning the next phases of the project.

Director Carol Kwan, who represents Hermosa Beach, Lomita, Manhattan Beach, Redondo Beach and parts of Torrance, was the lone dissenting vote.

West Basin Water District Releases Final EIR For El Segundo Desalination Plant

West Basin Municipal Water District released on Wednesday, Oct. 23, the final environmental impact report for an El Segundo desalination plant that would convert 20 million gallons per day of seawater into fresh drinking water.

The plant would sit on up to 13 acres next to the El Segundo Generating Station, at 301 Vista del Mar.

The final environmental report includes responses to more than 200 questions submitted during a 91-day public review period that ended June 25, 2018. The district board will consider certifying the report at a special board meeting at 3 p.m. Nov. 18 at Carson Event Center.

West Basin Municipal Water District Presents El Segundo Desalination Plant to Manhattan Beach Leaders for the First Time

The final environmental study for a proposed desalination plant in El Segundo will soon be released, the City Council for adjacent Manhattan Beach learned this week, when it received its first formal presentation on the potential project — even though the West Basin Municipal Water District first pitched the plant in 2015.

If approved, the proposed $400 million plant — which would border El Porto, in El Segundo — would be capable of converting 20-to-60 million gallons of ocean water to drinkable water each day. District officials have said the plant is crucial to diversifying the region’s water supply, in case there’s an emergency or a severe drought.
