Opinion: What Can Arizona Learn from California’s Drought and Mandatory Water Cuts?

Arizona has water issues.

But they are not nearly as deep or widespread as those pummeling northern California.

Some areas there are facing mandatory 40% cuts in use. In Redwood Valley, residents have been asked to live on 55 gallons a day – barely enough to take a bath and flush the toilet a few times.

Meanwhile, thousands of farmers and others – even those with senior water rights – have been barred from diverting water from the Sacramento-San Joaquin Delta. As have irrigators along the Klamath River near the Oregon border, which also is seeing massive numbers of fish die.

Officials for the first time shut down a major hydroelectric plant on Lake Oroville because of low water levels, a move some feared would add to rolling blackouts.

And the governor is warning that mandatory, statewide cuts could be in the offing, impacting residents in Los Angeles and San Diego, which so far have been insulated from the pain.

That has lessons for Arizona.

San Diego Prepping Long-Term Water Solutions as State Requests Cuts

As California Governor Gavin Newsom asks residents of the state to cut water usage by 15%, the San Diego County Water Authority is supporting that request while simultaneously working on long-term solutions to combat water shortages.

Goldy Herbon, Senior Water Resources Specialist for the Water Resources Department at San Diego County Water Authority, said there is no imminent concern over water shortages in San Diego County, however, it is important for locals to cut back now to set the area up for success in the future.

Californians May Soon Be Facing Mandatory Water Restrictions

California’s current voluntary water restrictions may soon become mandatory.

Governor Gavin Newsom said this week that statewide restrictions may be imposed in late September, roughly two weeks after the September 14 recall election.

In San Diego County, residents and businesses have managed to cut their water use by half since the early 1990s. While our region as a whole has done a strong job saving water, a historic drought continues to intensify throughout California and the western United States.

Drought: Mandatory Water Restrictions Approved for 2 Million Residents of Santa Clara County

Santa Clara County on Wednesday became the most populous county in California to impose mandatory water restrictions, saying that the worsening drought poses a significant threat to the local groundwater supplies that provide nearly half the drinking water for 2 million residents.

On a 7-0 vote, the Santa Clara Valley Water District board declared a water shortage emergency and set a target of reducing water use 33% countywide from 2013 levels, a year the state uses as baseline. The district, a government agency based in San Jose which serves as the county’s wholesale water provider, also urged cities and private water companies who buy its water to put in place water wasting rules and other mandates, including limiting lawn watering to no more than three days a week. As in the last drought, the rules are likely to include monthly water allocations for each home beyond which financial penalties would apply.

Marin to be First Big Bay Area Water Agency to Push Ahead with Water Restrictions

As drought conditions worsen across Northern California, the Marin Municipal Water District is about to become the Bay Area’s first major water agency to make the leap to mandatory water restrictions.

The utility is expected to adopt a plan Tuesday that would require nearly 200,000 residents of southern and central Marin County to limit outdoor watering to one day a week as well as to stop washing their cars, refilling their swimming pools and power-washing their homes, among other things. Offenders could face fines of up to $250.

Solvang Asks Residents to Cut Back on Water as California Faces Drought

At the Solvang City Council meeting last Monday, the council members approved a resolution to ask neighbors to voluntarily cut back on their water intake by 15%.

They also voted to impose mandatory restrictions and spend $400 thousand on supplemental water.

Solvang declared a stage one drought `condition as Santa Barbara County faces a moderate drought that is getting worse.
