Water Authority Seeks Public Input on 2024 Rate Increase and Two-Year Budget

The San Diego County Water Authority has asked for public input over the next two months as it drafts a new two-year budget and sets rates to cover the cost of water-reliability projects that keep San Diego immune from drought.

Agency staff has recommended a $1.85 billion budget for the two-year period beginning July 1, 2023, and ending June 30, 2025.

That represents a 5% increase, but the 2024 rate increase is tentatively set at 14%, though efforts are underway to lower that.

A new analysis says San Diego must raise water rates 17.6% over the next two years to fund the city’s Pure Water sewage recycling system and cover rising costs to buy imported water and replace aging pipes.

The average monthly bill for a customer in a single-family home would increase from $81.07 to $95.03 in November 2023, and then to $103.06 in January 2025. Bills for high-volume water users would likely climb even more.

A lack of rain and snow in central California and restricted water supplies from the Colorado River in the southernmost part of the state have withered summer crops like tomatoes and onions and threatened leafy greens grown in the winter.

That has added pressure to grocery prices, putting a squeeze on wallets with no end in sight.

The rise in food prices this year has helped drive U.S. inflation to its highest levels in 40 years. California’s drought conditions, on top of Hurricane Ian ravaging citrus and tomato crops in Florida, are likely to push food costs even higher. Drought in an area known as the U.S. salad bowl has not only impacted fresh produce, but also pantry staples like pasta sauce and premade dinners.

Water Authority Adopts 2023 Rates and Charges

June 23, 2022 – Faced with the same inflationary pressures that are pushing up prices for residents and businesses, the San Diego County Water Authority Board of Directors today adopted 2023 water rates using strategies to minimize increases for its 24 member agencies and their customers.

The rates and charges will increase by 3.7% for untreated water and 5.2% for treated water in calendar year 2023 for the Water Authority’s member agencies. The increases – adopted after a public hearing – are attributable to historically high inflation, significant energy cost increases from SDG&E, and continued cost increases by the Metropolitan Water District of Southern California.

As San Diegans continue to battle soaring inflation, a proposed hike in water rates could drive the cost of living even higher next year.

Now, one group of homeowners could decide to pay for a big change now, to avoid more increases later. They’re the 192 owners at The Lakes at Carmel Del Mar, a condo complex that has five lakes and winding walkways surrounded by grass.
